At the current moment I dont use Adsense but have recently applied for it. I was wondering if I am allowed to apply for Adsense on a website that I have bought off another person?

Is this fine? I have bought a proxy website (that already has adsense) and want to put my OWN adsense on it. Do I apply for an Account through that website or should i apply through another and then add the site later?

Yes, definately. You can submit any site that you own when applying for an Adsense account.

To be honest, with this situation I would submit another site, get your account setup and then add the ads to the proxy site using a channel.
